Plot
In 1996, officials discuss security threats to the 1996 Cricket World Cup in India. Daya and his brother Yethi are identified as threats. Police interrogate one of Yethi's men and learn he plans to meet Muruga, a politician and smuggler. They discover Muruga has died, so they disguise themselves as smugglers. The officers meet DSP Tulasi, who directs them to Red Sea villages in the Ratnagiri mountains.
In one village, they meet Bhaira, who rejects their smuggling proposal. They move on to Singappa, who takes them offshore. Task Force Officer Shivam offers him a diamond ring, which Singappa throws into the sea. Shivam dives after it and sees skeletons on the seabed, shocking him. Singappa begins narrating a story from 12 years ago.
After India’s independence, the villagers, once warriors, become smugglers in the Red Sea. Devara, their chieftain, smuggles with Bhaira for Muruga. They don’t realize they are transporting illegal arms. During one smuggling trip, coast guards catch them. Commander Irfan reveals their cargo is illegal and questions their honor as warriors’ descendants. Devara, moved by this, decides to end smuggling. Bhaira and other chieftains oppose him. They try to kill Devara but fail. Devara warns villagers against smuggling before disappearing. He leaves a message on a rock, vowing to stop any smuggling.
Years pass. Villagers turn to fishing. Devara’s son, Vara, is timid, unlike his father. Vara’s friend, Thangam, wishes he were more like Devara. Meanwhile, Bhaira forms a private army to kill Devara. Tulasi and Muruga offer Bhaira another smuggling deal with the chance to eliminate Devara.
Bhaira’s men harass Vara’s sister, Padma. Vara fights them off, showing unexpected strength. The next day, Vara is accused of murder. Bhaira promises to forgive him if he joins the smuggling operation. Bhaira reveals he framed Vara to lure Devara out.
Meanwhile, Devara’s wife learns of Vara’s involvement and seeks help from Singappa. Singappa reveals that Devara has been dead for years. Vara has been posing as his father, secretly targeting smugglers. The message on the rock was from Vara, who staged his timid nature to keep up the illusion. Vara attacks Bhaira’s men at sea, returning their bodies to shore. To solidify the myth of Devara, Vara injures himself in front of villagers.
Shivam questions Singappa about Devara’s fate. In a flashback, it’s revealed that Vara killed Devara on the day he disappeared.
